Mr. Xia, Zhongrui, from Shanghai, the 3^rd President of Chinese Enterprise Association，VP of China General Chamber of Commerce - USA. During his session, he strived to emerge CEA into the U.S. mainstream society.

Mr. Zhongrui Xia has more than 30 years experience in IT area, from the beginning of being responsible for building of Shanghai governmental computer system and promoting information technologies in 1984.

He was responsible for planning of Shanghai Information Port, designing policies and implementing the construction of information application projects, as a Director of Information Office of Shanghai Municipal Government in 1995.

Mr. Xia was also responsible for supporting and coordinating Hua Hong NEC project, which was China’s first 8 inch semiconductor processing line, as Director of Shanghai 909 Project Office.

After being appointed as President of Shanghai Hua Hong Micro-Electronics Corporation in 1998, Mr. Xia started Hua Hong Design Corporation, acquired Beiling Semiconductor Company and Jitong Intelligent-Card Company. Mr. Xia was the first President of Hua Hong Group after he organized Hua Hong Group.

In 1999, Mr. Xia was appointed Director-General of Shanghai Transportation One-Card Project since he was the general contractor of the project.

In 2000, with Shanghai International Investment Corporation, Mr. Xia established Xinhong Investment Management Company which focuses on venture capital investment in main land of China. Mr. Xia was a Chairman of board of directors.

Since 2001, Mr. Xia has been President Huahong International USA LLC, and focused on international venture capital business.

Mr. Xia graduated from Department of Economy, Fu Dan University. He completed his undergraduate and graduate studies in economy there. Mr. Xia also received his EMBA degree in US.
